Tender Description
The Health and Population Department, Government of the Punjab, is inviting e-bids from eligible firms for a framework contract concerning the procurement of Multi-Protocol Label Switching (MPLS) and Internet Connectivity services for the Health Information and Service Delivery Unit (HISDU). This procurement is specifically for the department based in Lahore, Punjab.

The procurement will be conducted under the Punjab Procurement Rules 2014, amended to date, using a Single Stage - Two Envelope Bidding Procedure. The entire submission process is electronic via the E-Pak Acquisition and Disposal System (E-PADS).
Eligible firms should be registered with EPADS (PPRA) and must ensure their bids are complete, signed, stamped, and conform to the bidding document requirements. The bidding documents can be downloaded from the department’s official website, EPADS portal, and the PPRA Punjab website. Manual or hardcopy bids will not be entertained.
The closing date for bid submission is the 20th of July 2026 at 11:00 AM, with bid opening scheduled for 11:30 AM on the same day. Bidders are advised to upload their bids well before the deadline to avoid last-minute issues. The department will not be responsible for any technical problems during bid submission.
This tender requires firms to have relevant experience in providing MPLS and internet connectivity services, with valid FBR/ATL registration. PEC category is not specified but compliance with Punjab procurement rules is mandatory.
