Framework Contract for Provision of Human Resource & Operations and Maintenance of 1,202 Water Filtration Plants in Lahore Division

Punjab Saaf Pani Authority (PSPA) invites E-Bids from contractors and firms registered with PEC in category C3 & Above with relevant code ME-06, and registered with FBR & PRA (NTN and PNTN) for a framework contract. The contract covers provision of human resource and operations and maintenance of 1,202 water filtration plants in Lahore Division for 4 months, extendable for a further 8 months. Items being procured: - Provision of human resource - Operations and maintenance of 1,202 water filtration plants The scope includes managing and maintaining water filtration plants to ensure clean and safe water supply across Lahore Division. Bidders must have valid PEC license, relevant experience, and be registered with tax authorities. A bid security of Rs. 7,464,741 (2% of estimated cost) is required, payable digitally via eP system or bank guarantee in favor of Director General (O&M), PSPA. Bids must be submitted online through the Punjab e-Procurement System (https://ep.punjab.gov.pk) by 26th October 2026 at 1:00 PM. Technical bids will be opened at 1:30 PM the same day. Single stage two envelope bidding procedure applies. Only technically responsive bidders will have their financial bids opened. Bids remain valid for 120 days.
