Tender Description
This tender invites bids for the purchase of a Fourier Transform Infrared Spectrophotometer (FTIR) specifically designed for pharmaceutical analytics at the Quality Control Lab and Nutrition Division of the National Institute of Health, Islamabad. The procurement focuses on acquiring a high-precision FTIR system compliant with FDA and global compendia standards, including USP, to support quality control and analytical testing of chemicals such as Glycerol, Phenol, Formaldehyde, Caprylic Acid, and Thiomersal. The equipment must be supplied on F.O.R NIH Islamabad basis for the financial year 2025-2026.
The FTIR system must feature a Michelson-type interferometer with advanced dynamic alignment, a Germanium-coated KBr beam splitter, and a lithium tantalate detector, all backed by a 10-year warranty. It should cover a spectral range from 7,800 to 350 cm⁻¹ with high resolution and signal-to-noise ratio, ensuring reliable and reproducible results. The system includes modular sampling capabilities with ATR modules for various sample types, automatic accessory recognition, and humidity-resistant components. The package also requires a compatible Core i7 PC, printer, UPS, and a GMP-grade humidity-free cabinet. The software must be 21 CFR Part 11 compliant, offering advanced data processing, validation, and reporting features tailored for pharmaceutical applications.
Bidders must be authorized distributors with a proven track record of installing at least 30 similar systems in Pakistan, supported by a local service center providing post-sale maintenance and training for QC scientists. Compliance with ISO certifications and a full qualification and validation package as per ICH guidelines is mandatory. Tenderers should ensure their PEC category and FBR/ATL status are up to date for 2025-26, and include all required documentation such as tax certificates, NIC copies, and sales tax registration. Earnest money of PKR 200,000 in the form of a bank draft or call deposit receipt must accompany the technical bid.
The submission deadline is set for 31st March 2026 at 11:00 a.m., with bid opening at 11:30 a.m. in the NIH Conference Room. Bids must be submitted in sealed envelopes clearly marked and delivered to the Director (P&P) office at NIH Islamabad. The tender follows a Single Stage Two Envelope Procedure, requiring separate technical and financial proposals. Late or unsealed bids will be rejected.
