Tender Description
Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh invites eligible bidders for the procurement of Generator Supply, Installation and Commissioning Services for Karachi and Shaheed Benazirabad. The procurement is conducted under Rule-46 (2) Single Stage Two Envelope Procedure through the E-Pak Acquisition and Disposable System (EPADS).
Items being procured:
- Lot 1: 500 KVA Diesel Generator Set for Shaheed Benazirabad
- Lot 2: 500 KVA Diesel Generator Set for Karachi
- Lot 3: 200 KVA Diesel Generator Set for Karachi
- Lot 4: 30 KVA Diesel Generator Set for Karachi Central Warehouse
Each generator set includes supply, installation, testing, commissioning, acoustic canopy, and all standard accessories suitable for continuous and standby power applications. The generators must be prime rated, brand new, and comply with international standards such as ISO 8528, IEC 60034, and ISO 9001. Engine origins must be from Europe, Japan, Korea, or equivalent with authorized dealer/service network in Pakistan. The scope also includes ATS/AMF panels, power and earthing cables, earthing system, exhaust extension, and final commissioning with client staff training.
Bidders must have valid registration with tax authorities, PEC registration in category C-6 or above, OEM authorization, and relevant experience with at least three contracts for supply, installation, and commissioning of generators. Bid security of 2% of the estimated cost per lot is required. Performance security of 5% will be retained and released upon satisfactory completion. Delivery time is within 30 to 60 calendar days from purchase order issuance.
Bids must be submitted electronically on EPADS by 21-09-2026 at 10:30 a.m. Technical proposals will be opened first, followed by financial proposals of technically responsive bidders. No negotiations on quoted prices will be allowed. The lowest evaluated responsive bidder will be awarded the contract. The procurement committee reserves the right to accept or reject any or all bids as per SPPRA rules.
A practical tip for bidders: Ensure all mandatory documents including bid security, technical proposal on company letterhead without prices, manufacturer authorization letter, and tax returns are complete and submitted on time to avoid disqualification. Also, quote brand, model, and catalog numbers clearly to avoid ambiguity and rejection.
