Geotechnical Investigations Consultancy Services for Infrastructure Development Works of Sector F-12, Islamabad

NESPAK (GT&GED) invites sealed bids from eligible bidders for consultancy services involving geotechnical investigations for designing, procurement and detailed supervision of infrastructure development works in Sector F-12, Islamabad. The procurement is for FY 2026-27 under contract reference P179079. Items being procured: - Mobilization and demobilization of one straight rotary drilling rig / percussion boring equipment with allied accessories - Execution of six boreholes of 20-25 m depth by straight rotary drilling / percussion boring - Continuous core drilling in bedrock up to 5 m below rock strike level - Performance of 92 Standard Penetration Tests (SPTs) in boreholes - Collection of 8 relatively undisturbed soil samples from boreholes - Excavation of six testpits up to 1.5 m depth - Performance of 6 field density tests by sand replacement method in testpits - Collection of 5 composite bulk soil samples from onsite testpits - Collection of 3 composite bulk soil samples from borrow areas - Collection of 4 water samples from boreholes and testpits - Laboratory testing including sieve analysis, hydrometer analysis, Atterberg limits, moisture content, bulk & dry density, consolidation, unconfined compression, uniaxial compression, point load strength, direct shear, modified AASHTO compaction, soaked CBR, chemical analysis of soil and water samples The scope includes field and laboratory work to be completed within 25 days, with mobilization of equipment and personnel under NESPAK supervision. Eligibility requires PEC registration, FBR and PRA registration, active taxpayer status, relevant experience with at least five similar projects in last three years, financial soundness, HSE policies, and qualified personnel including technical manager, site geologist, HSE supervisor, driller and skilled labor. Bids must be submitted online via EPADS v2.0 by 1100 hours on November 5, 2026, with technical bids opened at 1130 hours the same day. Bid security declaration of PKR 50,000 is required. The contract will be awarded based on Least Cost Based Selection (LCBS). Bidders are advised to carefully review the detailed bidding documents and technical specifications available on EPADS portal.
