The Pakistan Revenue Automation Pvt Limited (PRAL) invites sealed bids for the procurement of hardware, software supply, and infrastructure implementation of a production-ready Modern Data Platform, strictly deployed on on-premises infrastructure in Islamabad. This platform will serve as the Central Data Hub (CDH), the permanent intelligence backbone for data-driven, intelligence-led tax administration at a national scale. Items being procured: - On-premises compute, storage, and networking hardware - Enterprise ELT pipeline tool license with schema enforcement and data quality control - Distributed S3-compatible object storage software license - Distributed compute cluster for AI/ML workloads and micro-batch streaming - Massively Parallel Processing (MPP) Enterprise Data Warehouse license - High-availability in-memory caching cluster for low-latency operational queries - All associated commercial and open-source software licenses - Data Governance Tool license The scope includes supply, licensing, installation, configuration, commissioning, and infrastructure acceptance testing. The platform must support native multi-model HTAP processing, real-time streaming ingestion, federated queries, and comprehensive data governance aligned with DAMA-DMBOK principles. The infrastructure will be sized for national-scale data volumes with high availability, redundancy, and disaster recovery capabilities. Eligibility requires minimum average annual turnover of PKR 2 billion over the last three years, enterprise-scale hardware/software readiness, continuous operation experience, and provision of an enterprise-grade data governance tool.
