Tender Description
Multan Electric Power Company (MEPCO), a state-owned enterprise responsible for power distribution in southern Punjab, is seeking reputable headhunting firms to provide executive search services for key senior leadership positions including C-Level officers and Directors. This procurement is specific to MEPCO's headquarters in Multan and aims to establish a pool of pre-qualified firms through a competitive Expression of Interest process.
The scope of work includes identifying and sourcing potential candidates through multiple channels, conducting evaluations and assessments, presenting shortlisted candidates with detailed profiles, and ensuring compliance with SOE (C-Level Appointments) Guidelines 2024. Firms will also coordinate interviews, manage offer negotiations, and provide post-placement support including follow-ups and mediation. The recruitment services must align with government policies and maintain confidentiality.
Eligible firms must demonstrate at least three years of experience in headhunting services, provide valid legal and tax registrations, and show a strong client portfolio with documentary evidence of executive-level placements. Firms must submit audited financial statements for the last three years and affirm non-involvement in illegal activities or blacklisting. Evaluation will be based on operational capability, expertise, client reputation, and number of top-tier positions filled.
Interested bidders should submit their proposals through the E-Pak Acquisition & Disposal System (EPADS) by 11:00 AM on June 3, 2026. The Technical Bid should include company profile, experience details, and compliance documents. MEPCO reserves the right to reject any or all proposals under PPRA Rule 33.
A practical tip for bidders is to ensure all required documents, especially the affidavit on PKR 100 stamp paper and conflict of interest declaration, are complete and properly signed to avoid disqualification. Early submission through EPADS is advised to handle any technical issues before the deadline.
