Procurement of HESCO Plant and Allied Equipment, Safety and Miscellaneous Tools

CMT & SD Golra Road Rawalpindi invites sealed tenders for procurement of HESCO plant and allied equipment, safety and miscellaneous tools to meet anticipated LP demands of dependent users during FY 2026-27. The procurement is conducted under single stage – two envelope procedure as per PPRA Rules 2004 and related regulatory guidelines. Items being procured: - HESCO plant and allied equipment - Safety tools - Miscellaneous tools and equipment Bidding is open to all manufacturers, authorized distributors, suppliers, and contractor firms with valid registration including Income Tax, Sales Tax, Excise & Taxation Departments, Active Taxpayer List (ATL) of Federal Board of Revenue (FBR), and registration with Directorate General Defence Procurement (DGDP) or Directorate General Procurement – Army (DGP-A) or any Ordinance Depots of Pakistan Army, CAF and Securities Exchange Commission of Pakistan (SECP) for supply of stores. Interested bidders may inspect tender documents at Local Purchase Office of CMT & SD Golra on any working day between 0800 to 1600 hours and purchase documents at a cost of Rs. 5,000/- (non-refundable). Sealed tenders must be dropped in tender box at Main Gate of CMT & SD Golra Road Rawalpindi on or before 01 September 2026 till 1030 hours. Tenders will be opened on the same day at 1100 hours in presence of bidders' representatives. Late tenders will be rejected. Tender must accompany Bid Security of Rs. 1,000,000/- in form of CDR. Submission of Technical Proposal, Financial Proposal, Bid Security, Bidder's Eligibility and Profile Documents in prescribed manner is mandatory. Failure to comply will cause outright rejection. Purchaser does not accept lowest rates and reserves the right to accept or reject any or all offers without explanation. All purchases are subject to inspection to ensure quality, quantity and standard of stores. Bidders are bound by Official Secret Act 1923 to ensure confidentiality of bids and purchase details. Quoted rates should be inclusive of all applicable taxes and transportation charges valid till 30 June 2027. Bidders will be bound to accept purchase orders on quoted rates regardless of market fluctuations. This tender notice is also available on PPRA website (www.ppra.org.pk).
