Port Qasim Authority (PQA) Karachi invites bids for the hiring of 109 Toyota HiAce A/C Vans (Made in Japan) or equivalent vehicles with hi-roof wide body and dual A/C, 14/15 seater capacity, Model 2015 and above. The contract is for non-consultancy services under a National Single Stage-Two Envelope procedure with open competitive bidding and least cost based selection technique. The vehicles must be petrol or diesel fueled; CNG/LPG vehicles are not acceptable. Fuel price adjustments will be made based on government-notified petrol prices only. The contract period is for the financial year 2026-27 with expected commencement on November 27, 2026, and a contract duration of three years, extendable by one year subject to performance.

- Hiring of 109 Toyota HiAce A/C Vans (Model 2015 and above, hi-roof wide body, dual A/C, 14/15 seater)
The scope includes providing transportation for PQA officials/employees from Karachi city to Port Muhammad Bin Qasim and back, with one up-and-down trip daily and additional trips as required. Vehicles must be maintained in excellent condition with effective air-conditioning. Drivers must be disciplined, law-abiding Pakistani nationals with valid licenses and police verification. The contractor is responsible for all operational expenses including fuel, maintenance, salaries, and insurance. Replacement vehicles must be provided immediately in case of breakdowns.
Eligibility requires registration with FBR, SRB, active taxpayer status, and submission of audited financial statements for the last three years. Bid security of PKR 7,500,000 in the form of a pay order is mandatory. Technical evaluation includes vehicle ownership, experience, financial soundness, vehicle model, certificates, and physical inspection.
Bids must be submitted online via EPADS v2.0 by October 23, 2026, 11:30 AM. Manual submissions are not accepted. The bid opening will be on the same day at 12:00 PM. Performance guarantee of 10% of contract price is required. Taxes will be deducted as per prevailing rules. Penalties apply for non-compliance including late arrival, vehicle condition, driver misconduct, unauthorized route deviation, and unauthorized passengers.
