Tender Description
The Export Development Fund (EDF) under the Ministry of Commerce, Government of Pakistan, Islamabad, is procuring services for the hiring of an advertising agency to develop and execute a high-quality international advertising campaign. This campaign aims to promote Pakistan's image globally, enhance its reputation, and support export development objectives through impactful visual storytelling across multiple media platforms.
The scope includes creative strategy and concept development, pre-production activities such as casting and location scouting, production of advertising films using advanced cinematographic techniques, and post-production including editing, sound design, and visual effects. The campaign will be adapted for various global markets and media channels, reflecting Pakistan's cultural richness and export potential. Deliverables include final advertisement films, shortened versions for digital platforms, vertical formats for social media, high-resolution master files, print campaigns, PR articles, and a digital rollout plan.
Eligible bidders must be registered with SECP and relevant media authorities, hold valid NTN and Sales Tax registration, and not be blacklisted. A bid security of 2% of the bid value is required along with a performance guarantee of 10% of the contract price upon award. Firms must have a minimum of 15 years of experience in advertising within Pakistan, a proven track record of high-end productions, and operational offices in Karachi, Lahore, and Islamabad.
The technical proposal will be evaluated on experience, financial strength, quality of past productions, client base, awards, key personnel, and methodology. Only technically qualified bidders will have their financial proposals opened. The submission deadline is 8th June 2026 at 11:00 a.m. via the PPRA-EPADS online portal. Technical proposals will be opened the same day at 11:30 a.m. Interested bidders should ensure timely online submission to avoid disqualification.
A practical tip for bidders is to carefully prepare the technical proposal with detailed profiles of key personnel and a clear methodology to meet the 70% minimum qualifying score. Early registration on the PPRA-EPADS platform and thorough compliance with bid security and documentation requirements will enhance chances of success.
