The Trade Development Authority of Pakistan (TDAP) Karachi is seeking to hire reputable and experienced audit firms for the external audit function of its annual accounts and financial statements for the financial years 2024-25 and 2025-26. This procurement is managed by the Trade Development Authority of Pakistan located at 5th Floor, Block – A, Finance & Trade Centre, Shahrah-e-Faisal, Karachi. Items being procured: - External audit services for TDAP annual accounts and financial statements (accrual and cash basis) for 2024-25 and 2025-26 The scope of services includes carrying out the external audit function in accordance with applicable standards and regulations. The audit firms must be on the panel of the State Bank of Pakistan with a satisfactory QCR rating. They must also be registered with Federal and Provincial Tax Authorities and appear on the Active Tax Payers Lists (FBR/SRB). Valid NOC or license from relevant Federal/Provincial departments for external audit function is mandatory. Firms that prepared TDAP's accounts for these years are ineligible due to conflict of interest. The procurement follows the Single Stage Two Envelope Bidding procedure. Bidders must submit their technical and financial bids on the EPADS platform by 7th August 2026 at 11:00 AM. Physical bids will not be accepted. Technical evaluation requires a minimum qualifying score of 70%. The lowest or most advantageous financial bid among technically qualified firms will be awarded the contract. Bid security of Rs. 59,800 in the form of a pay order in favor of TDAP is required. The successful bidder must provide a performance guarantee of 10% of the contract value. The evaluation criteria include firm profile, international affiliation, branch network, number of partners and staff, client portfolio size, and experience in public sector audits. Interested firms should ensure compliance with all eligibility criteria including PEC registration if applicable, FBR/ATL status, and relevant licenses. The submission deadline is strictly enforced. Bidders are advised to carefully prepare their technical bids to meet the evaluation criteria and upload all required documents on EPADS well before the deadline to avoid last-minute issues. A practical tip for bidders: thoroughly review the bid evaluation criteria annex and ensure your firm's documentation clearly demonstrates compliance and strengths in all categories to secure the minimum 70% technical score. Early submission on EPADS is recommended to avoid technical glitches.
