Hiring of Cash Transit Services in Multiple Districts of Central Punjab Circle Lahore

The Postmaster General Central Punjab Circle Lahore invites bids from registered and recognized firms for the hiring of cash transit services across multiple districts including Lahore, Okara, Kasur, Narowal, Gujranwala, Sialkot, Faisalabad, Nankana Sahib, Sheikhupura, Jhang, Toba Tek Singh, and Chiniot. This procurement is for a period of three years under a single stage two envelope procedure through the EPADS system. Items being procured: - Hiring of cash transit services for carrying cash from GPOs / POs / NPO to Banks and vice versa in the specified districts The scope requires service providers to deploy vehicles equipped with GPS monitoring, geo-fencing, and CCTV. Vans must be bulletproof and comply with State Bank SOPs. Each cash transit van will have a crew including two armed guards, one executive member, and one driver. The vendor must have a minimum fleet size of 30 specifically fabricated cash vans, either owned or leased, covering all designated districts. Comprehensive insurance coverage from a PACRA-rated insurance company is mandatory. The vendor must maintain a nationwide collection and distribution network with experienced staff and modern armored vehicles. Eligibility criteria include registration with the sales tax department and possession of a National Tax Number (NTN), active taxpayer status on the FBR list, and submission of an affidavit confirming non-blacklisting and sound financial capacity. The technical bid evaluation awards marks based on experience in cash conveying, operational offices in the districts, valid NOC/authorization letters, insurance certificates, and availability of bulletproof vehicles. Bids must be submitted electronically via EPADS by 29 July 2026 at 11:00 AM. Earnest money in the form of an SDR amounting to Rs.100,000/- is required. The contract period is 36 months, extendable on satisfactory performance. The Postmaster General reserves the right to accept or reject any bid without assigning reasons.
