Tender Description
The Sindh Education Foundation (SEF), under the School Education & Literacy Department, Government of Sindh, Karachi, is procuring professional consultancy services for the hiring of a Chartered Accountant Firm to conduct external audits for the financial years 2024-25, 2025-26, and 2026-27. This tender invites eligible firms with requisite experience and qualifications to submit their proposals for providing assurance services on SEF's accounts.
Items being procured:
- Annual audit of financial statements for FY 2024-25
- Annual audit of financial statements for FY 2025-26
- Annual audit of financial statements for FY 2026-27
- Submission of Audit Reports for each year
- Submission of Management Letters highlighting material weaknesses and significant deficiencies in internal controls
The scope requires the audit firm to perform audits in accordance with International Standards on Auditing and applicable rules and regulations. The methodology must be risk-based, ensuring sufficient appropriate audit evidence and appropriate responses to assessed risks. Each annual audit is expected to be completed within four months after commencement. The firm must submit audit reports and management letters for each financial year. Payment terms include 75% payment upon submission of the audit report and the remaining 25% after approval of the financial statements by SEF's competent authority.
Eligibility criteria include: the firm must be listed on Panel A or B of auditors maintained by the State Bank of Pakistan, have at least 10 years of experience auditing Non-Profit Organizations, Government Organizations, Autonomous or Semi-Autonomous Bodies, not be blacklisted, be registered with relevant tax authorities (FBR, SRB), have a minimum annual turnover of PKR 10 million, and maintain an office in Karachi.
The tender documents are available from 27th July 2026 to 18th August 2026 and can be downloaded from the SPPRA and SEF websites. A non-refundable tender fee of PKR 3000 must be submitted with the bid, along with a 3% bid security of the total bid price. Proposals must be submitted electronically via the EPADs portal by 18th August 2026 at 12:00 PM. Technical proposals will be opened the same day at 12:30 PM at SEF Head Office, NICL Building, 1st Floor, Survey No. 183/4, Abbasi Shaheed Road, Karachi Cantonment Area.
Bidders must ensure compliance with all submission requirements including earnest money and bid security. The evaluation will be based on a 75% weightage for technical proposals and 25% for financial proposals. The successful consultant will be required to submit a 5% performance security.
