Hiring of Chartered Accountant Firms for Third-Party Comprehensive Audit of Customs Bonded Warehouses

The Federal Board of Revenue (FBR), Government of Pakistan, invites highly qualified and reputable chartered accountant firms to submit proposals for a third-party comprehensive audit of all Customs Bonded Warehouses licensed under the Customs Act, 1969 and Customs Rules, 2001, including Petroleum, Oil and Lubricants (POL) bonded warehouses, Public Bonded Warehouses, and Private Bonded Warehouses across Pakistan. Items being procured: - Third-party comprehensive audit services covering the preceding three financial years - Audit of all Customs Bonded Warehouses including POL bonded warehouses - Audit of Public and Private Bonded Warehouses nationwide The audit aims to enable FBR to verify compliance with customs laws and procedures, strengthen inventory and record controls, identify revenue leakages and irregularities, and undertake corrective and punitive measures. Firms will be selected based on Quality and Cost Based Selection (QCBS) method using the Single Stage Two Envelope procedure under Rule 21 of the Public Procurement Rules, 2026. Eligible firms must submit technical and financial proposals through the e-Pak Acquisition and Disposal System (EPADS) by 11:30 a.m. on 2nd November 2026. Hard copies must also be submitted by the closing date and time to Room No. 506, 5th Floor, FBR House (Hqs), Constitution Avenue, opposite Supreme Court, Islamabad. Late proposals will be rejected. A pre-bid meeting will be held at 11:30 a.m. on 19th October 2026 in Room 358, 3rd Floor, FBR House, Constitution Avenue, G-5, Islamabad. Bidders can join virtually via Zoom using the provided meeting ID and passcode. FBR reserves the right to reject all proposals at any time prior to acceptance without liability.
