Hiring of Consultancy Services for Estimation of Maintenance and Renovation Work of Quaid-i-Azam University Campus Buildings and Residential Colonies

The Quaid-e-Azam University Islamabad (Ministry of Federal Education and Professional Training) invites eligible consultancy firms registered on EPADS v2.0 to submit proposals for the hiring of consultancy services for the estimation of maintenance and renovation work of the university campus buildings and residential colonies in Islamabad. This procurement is planned for the financial year 2026-27 under contract reference P147984. The consultancy scope includes detailed condition surveys, non-destructive testing, seismic vulnerability assessments, preparation of architectural and structural repair drawings, technical specifications, detailed cost estimates with item-wise BOQs, and obtaining necessary approvals from the client's technical committee. Items being procured: - Task-I Old Campus Buildings including Hostels 1 to 12, Annexes, Academic Blocks, Central Library, Medical Center, Gymnasium, and other university buildings totaling approximately 1,488,156 sqft - Task-II Old Residential Colonies including V.C House, Faculty Houses A-1 to D-96, Visiting Faculty Suites, Guest House totaling approximately 278,482 sqft The technical scope covers visual inspections, condition surveys of roofs, walls, floors, foundations, drainage, electrical and plumbing systems, feasibility analysis for repairs or reconstruction, preparation of detailed cost estimates including fire fighting system installation and facilities for differently abled persons, and recommendations for rainwater harvesting. Consultants must have valid PEC registration, NTN, and must not be blacklisted. The evaluation will be based on Quality and Cost Based Selection (QCBS) with a 70% weight on technical and 30% on financial proposals. Bid security of PKR 200,000 is required.
