Hiring of Consultancy Firm Against Pending Tax Matters of LESCO Employees Pension Fund Through Quality Based Tendering

The Lahore Electric Supply Company (LESCO) is inviting qualified consultancy firms to submit proposals for providing consultancy services related to pending tax matters of the LESCO Employees Pension Fund. This procurement is conducted through a National Single Stage-Two Envelope procedure under Quality and Cost Based Selection (QCBS) technique. The consultancy scope includes obtaining NTN registration for the Pension Fund, filing income tax returns for FY 2022 to 2026, correction of CPRs if required, preparation and follow-up of refund applications, appellate and dispute resolution proceedings if necessary, verification and reconciliation of withholding taxes amounting to approximately PKR 8.2 billion, and obtaining exemption certificates against withholding taxes. Items being procured: - Applying for registration and obtaining National Tax Number (NTN) for the Fund - Preparation and filing of tax returns for tax years 2022, 2023, 2024, 2025 & 2026 - Correction of CPRs in favor of the Fund (if required) - Preparation, filing and follow-up of refund applications - Appellate/Alternate dispute resolution proceedings (if required) - Verification and reconciliation of taxes amounting to PKR 8.2 billion (approximately) - Obtaining of exemption certificate against withholding of taxes (one-time) The consultancy firm must have at least 10 years of experience in taxation and tax advisory services, be registered with FBR and PRA, and have a proven track record of handling tax refunds and withholding tax reconciliations exceeding PKR 2 billion in the last two years. The firm should also have at least 150 qualified Chartered Accountants or Cost & Management Accountants, 40 partners specializing in taxation with over 10 years of experience, and at least 50 corporate clients for tax assignments in the last two years. The contract duration is 120 days. Proposals must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by Monday, October 12, 2026 at 10:30 AM. Manual submissions will not be accepted. The technical proposals will be opened the same day at 11:00 AM.
