Hiring of Consultancy Firm for Own Source Revenue (OSR) Assessment for Punjab Inclusive Cities Program (PIC) Partner Local Governments / WASAs

The Punjab Municipal Development Fund Company (PMDFC) invites expressions of interest from qualified consulting firms to provide consultancy services for the assessment of Own Source Revenue (OSR) for the Punjab Inclusive Cities Program (PIC) partner local governments and Water and Sanitation Agencies (WASAs). This consultancy aims to review, assess, and recommend measures to strengthen OSR performance across fourteen partner entities. Items being procured: - Consultancy services for OSR assessment The detailed Qualification/Short listing Criteria and Terms of Reference (TORs) can be downloaded from the PMDFC website or obtained at the address provided. Interested firms must demonstrate relevant capacity, qualifications, and experience, including copies of agreements for completed projects related to the REOI. Joint ventures or sub-consultancies are allowed but all partners will be jointly liable. The selection will follow the Consultant's Qualification-based Selection (CQS) method as per World Bank Procurement Regulations. Expressions of interest must be submitted in written form to the Deputy Program Director at PMDFC, 184 Scotch Corner, Upper Mall, Lahore, during office hours (9:00 am to 5:00 pm) on all working days before the deadline of October 8th, 2026 at 11:00 am. Bidders should ensure compliance with FBR/ATL registration and provide earnest money or bid security as required.
