Hiring of Consultancy Services for 11 KVA Independent Feeder with 04 MW of Sanction Load for AU Kharian Campus

The Air University -P&D Department (Air University) in Kharian is inviting qualified consulting firms to pre-qualify for the hiring of consultancy services for an 11 KVA independent feeder with 04 MW of sanctioned load for the AU Kharian Campus. This procurement is planned for the fiscal year 2026-27 and aims to engage experienced consultants to provide expert services for the design, supervision, and approval processes related to the electrification project. Items being procured: - Survey, preparation, submission and approval of design books for 11 KV separate feeder with 4MW load as per GEPCO criteria - Issuance and receipt of demand notices and NOCs from GEPCO and relevant departments - Top and on-site supervision of external execution of GEPCO works until completion The scope includes detailed survey and design preparation, coordination with GEPCO for approvals and NOCs, and supervision of the electrification works on site. The consultancy must ensure compliance with GEPCO standards and provide all necessary documentation and reports. Eligible applicants include private entities, state-owned enterprises, or joint ventures with no limit on members. Applicants must meet PEC category requirements, be registered with FBR and other relevant authorities, and have proven experience in similar external electrification projects with GEPCO within the last three years. A technical evaluation with a passing mark of 60 and financial evaluation will be conducted based on submitted documents. The deadline for submission of applications is Monday, August 24, 2026 at 11:00 AM through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Late or manual submissions will not be accepted. Interested bidders should register on EPADS and prepare their applications carefully following the instructions provided. A pre-application meeting for clarifications is scheduled for August 19, 2026.
