Hiring of Consultancy Services for Master Planning of Tourist Potential Sites of AJ&K

The AJK Tourism & Archaeology Department invites bids for hiring consultancy services for master planning of tourist potential sites in Azad Jammu & Kashmir. This procurement is aimed at engaging a reputable and professional consultant firm registered with PEC, PCATP, or other relevant government bodies/agencies with at least five years of demonstrated experience. The consultancy scope includes master planning for the Banjosa-Poonch Tourism Circuit, Leepa Valley Eco-Tourism Programme, Sharda Eco-Tourism Programme, Lal Suhanra Style AJK Eco-Tourism and Conservation Model, Shaheed Gali to Srikot, Pathiyali Eco-Tourism Programme, and Tatta Pani Wellness Tourism Development. Items being procured: - Consultancy Services for Master Planning of Banjosa-Poonch Tourism Circuit - Consultancy Services for Leepa Valley Eco-Tourism Programme - Consultancy Services for Sharda Eco-Tourism Programme - Consultancy Services for Lal Suhanra Style AJK Eco-Tourism and Conservation Model - Consultancy Services for Shaheed Gali to Srikot - Consultancy Services for Pathiyali Eco-Tourism Programme - Consultancy Services for Tatta Pani Wellness Tourism Development The procurement will follow the Least Cost Based Selection Method (3-C) under AJ&K Public Procurement of Consultancy Services Regulations, 2018. Bidders must submit a single package containing separate financial and technical proposals under the Single Stage Two Envelope Procedure as per AJ&K PPRA Rules. The bidding document, including detailed scope of work and evaluation criteria, can be obtained from the Directorate General Tourism & Archaeology office at Tourism Complex Bank Square, Chatter, Muzaffarabad from 22nd October 2026 during office hours upon payment of Rs. 5000/- non-refundable via Bank Draft or Pay Order in favor of DG Tourism & Archaeology, GoAJK. A refundable CDR amounting to Rs. 1.000 million must accompany the financial bid, without which bids will be considered non-responsive. The last date for bid submission is 6th November 2026 at 11:00 hrs at Committee Room, Kashmir House, Sector F-5/2, Islamabad. Bids will be opened the same day at 11:30 hrs in the presence of bidders or their authorized representatives. The competent authority reserves the right to cancel any or all tenders as per AJ&K PPRA Rules. Bidders are advised to carefully prepare their technical and financial proposals separately and ensure timely submission to avoid disqualification. Early procurement of bidding documents is recommended to allow sufficient time for preparation.
