Outsourcing of NFC Staff Café, Staff Canteen and Staff Lounge Non-Consultancy Services

The National Faceless Centre (NFC), Federal Board of Revenue, Islamabad, invites bids for the outsourcing of its Staff Café, Staff Canteen, and Staff Lounge located at the NFC building, Sector G-9/1, Islamabad. This procurement is for non-consultancy services involving the design, fit-out, and operation of a modern staff café and a staff canteen serving a value menu at fixed low prices, along with the design and furnishing of an adjoining staff lounge. The contract period is three years starting from December 1, 2026, with a fit-out period not exceeding 30 days from contract signing. Items being procured: - Staff Café including beverages such as cappuccino, café latte, americano, doodh patti or karak chai, green or herbal tea - Bakery items including butter croissant, muffins - Food items including chicken club sandwich, grilled chicken panini or wrap, chicken rice or grain bowl, hot lunch of the day, vegetarian or daal lunch - Fresh fruit cups, fresh juice or smoothies, mineral water - Staff Canteen value menu including tea, paratha, anda paratha or omelette with paratha, channay with 2 roti or naan, chicken biryani with raita, chicken salan with 2 roti, daal or sabzi with 2 roti, roti, samosa or pakora (2 pieces), mineral water - Staff Lounge furnishing including bean bags, sofa or lounge chairs, coffee tables, smart LED TV, board games, reading corner, indoor plants, and charging points The operator will invest in the fit-out and equipment, including commercial espresso machines, refrigerators, cooking ranges, dishwashers, RO water filtration, and a point-of-sale system integrated with FBR. The operator will have the sole right to sell food and beverages in the NFC building and will earn from sales without any fee or subsidy from NFC. The canteen prices are fixed and must not exceed the maximum prices set by NFC. The operator must ensure food safety, hygiene, and staff qualifications, including valid food licenses and medical certifications. The contract includes quality monitoring, complaint handling, and penalties for non-compliance. Eligibility requires registration with SECP or relevant authority, FBR registration and ATL status, EPADS registration, valid food business license, minimum 3 years of café operation experience, and at least 2 currently operated cafés or contracts. Bids must be submitted electronically via EPADS by November 5, 2026, 11:00 AM, with bid security of Rs. 50,000 submitted as a pay order or demand draft. Technical proposals will be opened at 11:30 AM the same day. The evaluation will be based on Quality and Cost Based Selection (QCBS) with 70% weight on technical and 30% on financial criteria. Bidders are advised to attend the pre-bid meeting and site visit on October 28, 2026, at 11:00 AM at the NFC building. Submission must be through EPADS only; manual bids will not be accepted. The contract includes a performance guarantee of Rs. 140,000 valid for the contract period plus 30 days. The operator must comply with all labor laws, confidentiality requirements, and maintain the premises and equipment in good condition. The staff lounge is a free amenity for NFC staff and must be maintained accordingly.
