Arrangements for 2nd International Qirat Competition-2026 Non-Consultancy Services

The Ministry of Religious Affairs & Interfaith Harmony (MORA) Islamabad invites bids for comprehensive arrangements for the 2nd International Qirat Competition-2026 scheduled from 24th to 26th November 2026 in Islamabad. This procurement covers a wide range of non-consultancy services essential for the successful execution of the event. Items being procured include: - Accommodation in 4 or 5 star hotels: Single Standard Rooms (50-60 rooms), Double Occupancy Rooms (50-60 rooms), complementary services such as fruit baskets, welcome drinks, buffet breakfast, airport pick & drop, Wi-Fi, late checkout, and free parking. - Hiring of transport: Cars (1600cc and 1000cc models 2023-2025) with drivers, Coasters (20-25 seater) with drivers. - Catering and event hospitality: High tea and lunch for 300 persons, lunch boxes for 200 persons, drinking water bottles (3000 nos), VVIP sitting and catering arrangements. - Event décor and venue arrangements: Stage decoration, flower beds, table and standing bouquets, prayer mats. - Creative designing services: Invitation cards, certificates, shields/souvenirs with boxes, brochures, backdrops, X stands. - Printing and preparation of souvenirs: Certificates, invitation cards, badges, envelopes. - Event giveaways: Metal/brass badges, gift packs including pens, mugs, USB cards, key chains. - Branding and promotional materials: Panaflex streamers, banners, hoardings, dropdown banners, large wall banners. - Audio-visual and event production: SMD screen/video wall, sound system with microphones, HD recording with multiple cameras, live streaming on Facebook and YouTube. - Interpretation services: Simultaneous interpretation system for 4 foreign languages including consoles and booths. - Economy-class return air tickets for 70 participants from 56 OIC countries inclusive of all taxes. The scope includes supply, installation, operation, dismantling, and provision of qualified manpower and technical support. All goods and services must meet the specifications and quality standards outlined in the bidding documents. The Procuring Agency reserves the right to adjust quantities as per actual requirements. Bidders must be registered on EPADS v2.0 and submit bids electronically by **November 4, 2026 at 11:00 AM**. Bid security and other eligibility criteria apply as per the bidding documents. Manual bids will not be accepted. The procurement uses a Single Stage One Envelope procedure with Least Cost Based Selection (LCBS).
