Hiring of Consultant Firms for Design Review and Construction Supervision of NHA Road Projects

The National Highway Authority (NHA) invites reputable Consultant Firms and Engineering Organizations to submit e-Proposals for the hiring of consultants for design review and construction supervision of multiple road infrastructure projects in Punjab province. These projects include rehabilitation and construction of additional carriageways on the Faisalabad – Pindi Bhattian section of the M-4 Motorway (Packages I, II, and III), improvement and upgradation of the road from Lodhran to Multan (Packages I and II) on the N-5, construction of the New Rehmania Bridge on N-5, construction of missing Chour Chowk cloverleaf loop and improvement of local traffic connectivity at the junction of M-1/M-2 Motorway Chungi No.25 at N-5 (G.T Road) Islamabad, and construction of a 2-lane approach road and river training works at Layyah – Taunsa. Items being procured: - Design review and construction supervision for rehabilitation and construction of additional carriageways on M-4 Motorway (Km 239+000 to 292+000) - Improvement and upgradation of N-5 road from Lodhran to Multan (Km 857+000 to 929+000) - Construction of New Rehmania Bridge on N-5 (Km 1382 to 1383) - Construction of missing Chour Chowk cloverleaf loop and local traffic improvements at M-1/M-2 junction - Construction of 2-lane approach road and river training works at Layyah – Taunsa Consultants must have valid Pakistan Engineering Council (PEC) registration for the financial year 2026-27 in the relevant field and be enlisted on the active Tax Payer List of the Federal Board of Revenue. The procurement will be conducted through the NHA e-Bidding System using the Single Stage Two Envelopes procedure. RFP documents are available for free download from the NHA website starting August 15, 2026. A pre-proposal meeting is scheduled for August 18, 2026 at 1100 hours at the office of Director (Coord) Central Zone NHA, Lahore. Technical proposals must be submitted in hard book binding form to prevent removal of pages and must reach the office of Director (Coord) Central Zone, Shahpur Interchange, Multan Road, Lahore by August 28, 2026 till 1100 hours. Technical proposals will be opened the same day at 1130 hours, followed by financial proposal opening of technically qualified firms. Firms providing incorrect information are liable to disqualification. Bidders are advised to register on the PPRA e-procurement system (EPADS) at www.procure.gov.pk.
