Hiring of Individual Legal Consultants by Ministry of Railways Islamabad

The Ministry of Railways, Government of Pakistan, invites proposals through EPADS v2.0 from eligible individual legal consultants for provision of legal consultancy services on contract basis for a period of twelve (12) months, in accordance with the approved Terms of Reference (TORs). Items being procured: - Individual Legal Consultant (01 post) with LL.B. from HEC-recognized university, valid Advocate High Court licence/enrolment, minimum 5 years post-enrolment legal experience, legal drafting, vetting and research, experience in NAB matters/trials/Bail, Special Courts, labour/industrial relations, civil litigation, tribunals and High Courts. - Senior Individual Legal Consultant (01 post) with LL.B. from HEC-recognized university, Advocate High Court licence with at least 15 years standing, at least 20 years continuous litigation practice, right of audience before Supreme Court, current recognized Bar membership, prior Legal Advisor role in public/semi-government body, service/disciplinary, land/property/regulatory disputes and contract drafting/vetting experience. The consultancy contract period is twelve (12) months / 365 days. The procurement procedure is Single Stage – Two Envelope through EPADS v2.0. Bid security of 3% of the estimated cost is required in the form of a Prescribed Bid Securing Declaration submitted through EPADS. Evaluation criteria is 80% Technical and 20% Financial with no interview. The deadline for submission on e-PADS is 23 October 2026 at 10:00 hours, with opening on the same day at 10:30 hours at the Ministry of Railways, Islamabad. Eligibility includes valid HEC degree, relevant legal experience, and compliance with FBR/ATL registration.
