Tender Description
The Pakistan Education Endowment Fund (PAK-EEF-NEST), under the Ministry of Federal Education and Professional Training, Islamabad, is procuring the services of an External Auditor for its head office. This procurement is specifically for the hiring of a reputed Tax Consulting firm to conduct statutory audits for the financial year 2025-2026 and potentially for subsequent years. The scope includes auditing annual financial statements, compliance reviews with Companies Act 2017, IFRS, ISA, SECP regulations, and FBR taxation laws, as well as internal control evaluations, risk assessments, and fraud detection. The auditor will provide independent reports, management letters, and professional advisory support. Eligible bidders must be SECP approved, registered with Sales Tax Department, and have a valid National Tax Number (NTN). The firm must be one of the Big Four Chartered Accountant firms (Deloitte, PwC, Ernst & Young, or KPMG) operating in Pakistan with at least 10 years of relevant audit experience. Bidders must submit a technical bid including company profile, certificates, affidavits, and proof of experience. The bid security of PKR 100,000 must be submitted both electronically and physically. The submission deadline is 1100 hours PST on 4th June 2026, with bids opened at 1130 hours the same day at PAK-EEF-NEST Head Office Islamabad. Bids must be submitted through the e-Pak Acquisition & Disposal System (e-PADS) portal.
