Hiring of Firm for Provision of Human Resources (HR) for Rawalpindi Waste Management Company

Rawalpindi Waste Management Company (RWMC) invites bids for hiring a firm to provide skilled and unskilled human resources to support the Solid Waste Management (SWM) system in Rawalpindi. RWMC is actively improving SWM services and requires labor-providing firms or companies to meet its workforce needs on a need basis. The procurement will be conducted through a national competitive bidding process online via the E-Pak Acquisition and Disposal System (EPADS) under rule 38(2-a) of PPR-14. Only firms pre-qualified through the prescribed pre-qualification process are eligible to submit bids through EPADS. Bids must be completed, signed, stamped, and submitted online through EPADS. Technical bids will be opened online on the closing date in the presence of bidders or their representatives. The bidding process is a Single Stage Two Envelope procedure. Eligibility requires firms to be pre-qualified and registered on EPADS. Earnest money and other bid security requirements will be as per bidding documents. The closing date and time for submission is 29th October 2026 at 11:00 AM, with bid opening at 11:30 AM the same day. The submission and opening will be conducted entirely online via EPADS.
