Hiring of Services for Horizontal Directional Drilling (HDD) of 24" Dia. & 12" Dia. Quetta Pipelines at Bibi Nani

The Sui Southern Gas Company Limited (PROCUREMENT DEPARTMENT) invites bids for the hiring of services for Horizontal Directional Drilling (HDD) of 24" diameter and 12" diameter pipelines at Bibi Nani, Quetta, Balochistan, as per the Bill of Quantities (BOQ) and criteria specified in the tender documents. This procurement is planned for the financial year 2026-27 and will be conducted under the Single Stage Two Envelope bidding procedure using Least Cost Based Selection (LCBS) technique. Items being procured: - Horizontal Directional Drilling (HDD) services for 24" diameter Quetta pipeline - Horizontal Directional Drilling (HDD) services for 12" diameter Quetta pipeline The scope of work includes complete package services for HDD as per technical specifications and BOQ. Bidders must have a valid PEC Certificate Category C-2 or above with specialization CE-08 and CE-10. Foreign firms must attach a Joint Venture Agreement as per PEC Bylaws 1987. Valid certifications for HSE & QMS ISO 9001, OHSAS 18001/45001, and ISO 14001 or equivalent are mandatory. Bid security of Rs. 42,00,000 (Forty-two Hundred Thousand Rupees Only) in the form of Pay Order, Call Deposit, or Bank Guarantee is required. Bids must be submitted electronically through the EPADS v2.0 portal by Monday, October 26, 2026, at 10:00 AM. Manual submissions will not be entertained. The technical bids will be opened on the same day at 10:30 AM. Eligibility criteria include valid FBR/NTN registration, PEC certification, and compliance with all bidding document requirements.
