Hiring of HR Firm for Provision of Personnel and Payroll Services Phase-III

The Federal Board of Revenue (FBR) Islamabad is procuring services for the Hiring of an HR Firm for Provision of Personnel and Payroll Services Phase-III. This procurement covers three regional packages: South, Center, and North, including cities such as Karachi, Lahore, Islamabad, Rawalpindi, and others. The HR firm will provide auditors for Inland Revenue functions and manage payroll services for these personnel over a three-year period, extendable by one year subject to satisfactory performance. The scope includes recruitment, screening, background checks, onboarding, and payroll processing for approximately 518 auditors across the three packages. The auditors should preferably be CA qualified or CA Finalists with completed articleship, or ACCA/ACMA with relevant field experience. The firm must have offices in the region they bid for and demonstrate relevant experience with at least five projects executed for recruitment and payroll services for 500+ personnel. The contract requires submission of earnest money (Bid Security) of PKR 500,000 and a performance guarantee of 3% of the total service consideration. Bids must be submitted online via EPADS and a hard copy delivered before the deadline of 4th June 2026 at 11:00 AM. A pre-bid meeting is scheduled for 22nd May 2026 at 11:00 AM in Islamabad with virtual attendance option. The firm must comply with all terms and conditions, including signing a Non-Disclosure Agreement and indemnity bonds. The payment will be made monthly based on actual invoices for payroll services, with service charges quoted as a percentage of total payroll. A practical tip for bidders is to ensure all mandatory documents, including company profile, tax compliance certificates, and proof of office locations, are complete and submitted timely to avoid disqualification. Also, bidders should carefully calculate service charges inclusive of all taxes and allowances as per the bid forms to remain competitive and compliant.
