Tender Description
Inter State Gas Systems (Pvt) Ltd (ISGS) invites proposals through the e-Pak Acquisition and Disposal System (e-PADS v 2.0) from eligible bidders registered on e-PADS v 2.0 for provision of consultancy services for hiring an Independent Technical Consultant for Monitoring of Refinery Upgrade Projects.
The procurement will follow the Single Stage-Two Envelope Procedure of Principal Method of Procurement, i.e. Open Competitive Bidding, adopting Quality and Cost Based Selection (QCBS) technique in line with the Public Procurement Rules, 2026 (PPR) and instructions issued by the Public Procurement Regulatory Authority (PPRA).
All proposals must be accompanied by a Bid Security as prescribed. E-Bidding documents containing terms, conditions, specifications, and requirements are available at the e-PADS portal: https://epads.gov.pk/opportunities/federal/procurements/139221.
Proposals must be submitted through e-PADS v2.0 on or before Thursday, December 10, 2026, 03:00 PM. Proposals will be opened the same day at 03:30 PM. Manual submissions will not be entertained. Firms not registered on e-PADS v2.0 must register at https://vendors.epads.gov.pk/. A tutorial for registration is available at https://www.youtube.com/watch?v=MNW6T38v7tc.
The Grievance Redressal Committee is notified for this procurement as per Rule 65 of PPR, 2026. The subject procurement is also available on ISGS and PPRA websites and on e-PADS v2.0.
