Hiring of Individual Consultant PSDI Implementation Consultant

Punjab Land Records Authority (PLRA) under the Project Implementation Unit (PIU) of Punjab Urban Land Systems Enhancement (PULSE) invites experienced candidates for the hiring of an Individual Consultant titled 'PSDI Implementation Consultant'. This consultancy is part of the PULSE Project funded by the World Bank under IDA Credit No. 7041-PK. The consultant will provide specialized services in geospatial information systems and enterprise GIS platforms. Items being procured: - Individual Consultant PSDI Implementation Consultant The consultant must have a Master's degree in Computer Science, Software Engineering, Geoinformatics, GIS, Geomatics, Information Technology, or a closely related discipline; a PhD in a relevant field is an added advantage. A minimum of 15 years of professional experience in geospatial information systems, Spatial Data Infrastructure (SDI), enterprise web GIS platforms, or large-scale digital transformation projects is required. The candidate should demonstrate expertise in client-side technical supervision, software architecture validation, database modeling, and quality assurance for enterprise IT/GIS deployments. Knowledge of OGC spatial web services (WMS, WFS, WMTS, CSW), ISO metadata standards (ISO 19115/19139), RESTful APIs, and spatial databases is essential. Prior experience with public sector organizations or multilateral donor-financed projects such as the World Bank or Asian Development Bank is preferred.
