Tender Description
The Planning and Development Department, Government of Sindh, Karachi, is procuring consultancy services for two research studies focused on enhancing data-driven governance and economic planning in Sindh. The studies include assessing institutional capacity for evidence-based policy making and mapping the informal economy with its implications for economic planning and revenue generation. The total estimated cost for these consultancies is **PKR 3,000,000**.
The scope involves detailed research and analysis to assess public sector institutions’ capacity to manage and utilize data effectively, identify challenges, and propose practical policy recommendations. The consultants will review existing policies, conduct stakeholder consultations, and benchmark good practices relevant to Sindh. Each study is expected to be completed within two months.
Eligible consultants should have a Master’s degree in relevant fields such as Economics, Public Policy, Development Studies, Statistics, or related disciplines, with a minimum of five years’ professional experience in research studies related to policy, governance, or economic analysis. Experience in government or public sector projects and familiarity with data governance is essential.
Interested individuals must submit detailed resumes, experience descriptions, and a covering letter to the Director General, Research & Training Wing, Planning & Development Department, Karachi. Submissions must be made through the EPAD system by **24th June 2026 at 12:00 pm**, with one hard copy also delivered to the specified address. Proposals not submitted via EPAD will not be considered.
A practical tip for bidders is to ensure strict compliance with submission guidelines, especially using the EPAD portal and timely delivery of hard copies, as non-compliance will lead to disqualification. Also, highlighting relevant experience with clear evidence in the technical bid will strengthen the proposal’s competitiveness.
