Hiring of Janitorial Services for Comsats University Islamabad Campus FY 2026-27

The Comsats University, Islamabad (Islamabad Campus) invites bids for the hiring of janitorial services for the fiscal year 2026-27. This procurement is for the provision of comprehensive janitorial services at the Islamabad campus, ensuring cleanliness and hygiene across all university premises. Items being procured: - Hiring of 57 Janitors - Hiring of 4 Supervisors The scope of work includes daily cleaning, swabbing, mopping of rooms, glass windows and doors, corridors, lawns, toilets, and surrounding areas using branded cleaning materials. Services also include thorough washing of toilet commodes, urinals, wash basins, and paper baskets, spraying of air fresheners and insecticides, spot cleaning, carpet vacuuming, garbage collection and disposal to CDA points, dusting of wooden partitions, and provision of trash bags. Weekly tasks include cleaning of lights, switchboards, fans, aluminum windows, and spraying disinfectants. Monthly services cover polishing of metal items, cleaning of drainpipes, floor polishing, and general cleaning on Saturdays. Additional services include cleaning exterior glass windows up to 50 meters twice a year and fumigation services. The contract duration is one year with a possible extension up to three years based on satisfactory performance. Bidders must comply with government minimum wage policies and provide monthly salary disbursement certificates. The janitorial staff must be between 18-52 years of age, wear proper uniforms with identification, and use personal protective equipment provided by the contractor. The contractor is responsible for the conduct, discipline, and security clearance of their staff. Technical evaluation will be based on professional experience with at least five executed contracts of janitorial services over Rs. 1,000,000 each in the last five years. Bids must be submitted electronically via EPADS v2.0 by 11:00 AM on September 8, 2026, with bid opening at 11:30 AM the same day. Manual submissions are not accepted.
