Hiring of PBM Head Office Building on Rent in Islamabad

Pakistan Bait-Ul-Mal (PBM), under the Ministry of Poverty Alleviation & Social Safety, Islamabad, is seeking bids for hiring an independent building on a monthly rental basis for its Head Office in Islamabad. This procurement opportunity invites eligible bidders registered on EPADS v2.0 to participate in the e-bidding process. Items being procured: - Independent building on rent with approximately 50,000 Sqft covered area or more - Location preferably urban/suburban Islamabad along Expressway (Kaak Pul to Faisal Masjid), Margalla Road, Islamabad sectors, 9th Avenue, Srinagar Highway (Islamabad side) with easy public transport access - Structure: Independent plaza, blocks/floors in multistory commercial building or house with structural stability certification/affidavit - Facilities: 160 or above rooms/halls including at least 30 attached bathrooms, 20 separate washrooms, spacious kitchen/cafeteria, parking for 100 cars and 100 motorcycles - Dedicated transformer (100 KVA or above), pre-installed 200 KVA generator or dedicated space - Lift (if multi-storey), separate 3-phase electricity meter, gas, uninterrupted water supply - Provision for IT networking, server room, telephone lines - 200 KVA Solar System or above preferably - Plaza/multistory building with required covered area having open halls also eligible but owner must modify building as per organization requirements - Mandatory documents with Technical Bid: Ownership/title documents, CDA/Society allotment and approved building plan, non-litigation affidavit, CNIC(s), ATL status, stability certificate/affidavit, building address, power of attorney (if applicable), contact details, and latest utility bills - Rental payment to be quoted in Financial Bid only The technical scope includes a large-scale commercial building with modern facilities and essential utilities to support PBM's operational needs. The site must be structurally sound and accessible with ample parking and power backup. Eligibility criteria require bidders to submit a Technical Bid with all mandatory documents including ownership proof, ATL registration, and affidavits. Experience in property rental or facility management is advantageous. Bids must be submitted electronically through EPADS v2.0 by the **submission deadline of 31-08-2026 at 11:00 hrs**. Bids will be opened the same day at 11:30 hrs. Manual bids will not be accepted. Interested bidders may register on EPADS if not already registered.
