Tender Description
The National Institute of Psychology (NIP), Centre of Excellence, Quaid-i-Azam University, Islamabad, invites bids for the hiring of a professional creative agency for the production of four high-quality short videos focusing on the mental health challenges faced by potential and return migrants in Pakistan. This procurement is specific to non-consultancy services and aims to raise awareness about psychosocial issues through empathetic storytelling.
Items being procured:
- Two short videos depicting the experiences of return migrants (2 videos, approx. 4 minutes each)
- Two short videos depicting the experiences of potential migrants (2 videos, approx. 4 minutes each)
The videos must be non-animated, featuring real actors, combining documentary and fiction techniques, and optimized for social media platforms such as YouTube, Facebook, Instagram, and LinkedIn. Content must be original, culturally sensitive, and include informational cues on mental health support, community networks, family support, and legal/migration awareness. Scripts require prior approval from NIP before production.
Eligibility criteria include a minimum of three years of experience in video production, valid NTN and sales tax registration, business registration, and evidence of producing at least one similar video for national and international audiences in the last three years. Bidders must submit a comprehensive technical and financial proposal following the Single Stage-Two Envelope procedure.
The contract duration is 60 days with a bid security of PKR 32,000. Bids must be submitted electronically via EPADS v2.0 by 10:00 AM on September 28, 2026, with bid opening at 11:00 AM the same day. Manual submissions are not accepted. The performance guarantee is 5% of the contract price. Payment will be made in Pakistani Rupees after acceptance of deliverables.
