Tender Description
The Federal Board of Revenue (FBR) Islamabad invites qualified firms for the hiring of a Public Relations and Communication Firm for a one-year engagement, extendable subject to performance and mutual agreement. This procurement is under the Government of Pakistan funds for FY 2026-27 and 2027-28. The department seeks a professional communications firm to provide integrated support across social media management, digital communication, public relations, media monitoring, crisis communication, and reporting.

- Monthly content calendar and posting plan (1 per month)
- Social media static posts/cards (25 per month)
- Community engagement/query log and draft responses (daily ongoing)
- Infographics/carousels (12 per month)
- Short reels/videos up to 60 seconds (8 per month)
- FBR Explains/Tax Made Simple content (4 per month)
- Myth vs Fact content (4 per month)
- Ask FBR interactive content (4 per month)
- Bilingual animated public awareness content (2 per month)
- Reform stories/op-eds/articles (2 per month minimum)
- Press releases and media briefs (1 per month)
- Talking points and strategic messaging notes (1 per month)

The scope includes end-to-end social media management across platforms such as Facebook, X, Instagram, YouTube, LinkedIn, TikTok, WhatsApp, and website support. Content production covers static posts, infographics, videos, explainer content, myth-busting, interactive Q&A, bilingual animated campaigns, and reform stories. PR support involves press releases, media briefings, spokesperson talking points, media relations, press conference logistics, interview coordination, and reputation management.
Media monitoring includes daily tracking of print, electronic, online, and social media with sentiment analysis, risk flags, and crisis alerts. Crisis communication readiness is mandatory with rapid response content and monitoring. Reporting entails monthly performance analytics and campaign evaluations. Digital support includes website audits and recommendations. Podcast production involves topic planning, full production, distribution, and promotional content.
Eligibility requires registration/incorporation in Pakistan for at least 3 years, valid NTN and STRN with active ATL status, submission of bid security of PKR 1,000,000, compliance with bid validity, and no blacklisting. PEC category is not specified but experience in PR/media services for government and development sectors is evaluated. Financial capability requires submission of last 3 years' ITRs with turnover marks assigned accordingly.
