Tender Description
State Life Insurance Corporation of Pakistan (SLIC) invites sealed bids from owners, authorized lessors, companies, and firms for hiring a secure parking facility for its employees at State Life Building No.9, Dr. Ziauddin Ahmed Road, Karachi. The parking facility must be situated within a radius of 200 meters from the building and provide parking for approximately 75 cars. The scope of work includes provision of parking space for 75 cars, 2 valet drivers to park vehicles, 24-hour security, entry and exit control, parking management, clean and maintained premises, lighting arrangements, CCTV surveillance, fire safety arrangements, a dedicated parking area exclusively for State Life employees, and emergency response arrangements. State Life may adjust the number of parking spaces during the contract period. The offered facility must have legal ownership or lawful possession, be free from encroachments, have direct and safe pedestrian access, and not be subject to any litigation affecting its use. The contract period is initially one year, extendable for two further one-year periods subject to satisfactory performance and mutual consent.

Bidders must meet eligibility criteria including valid CNIC, partnership deed or company registration certificate, NTN certificate, active taxpayer certificate, sales tax registration if applicable, ownership or registered lease documents, authority letter if representative, and affidavits regarding blacklisting and litigation. Mandatory technical requirements include minimum parking capacity, proper boundary wall, security guards, CCTV cameras, adequate lighting, fire extinguishers, proper drainage, entry and exit management, emergency access, clean environment, and no legal disputes. State Life reserves the right to inspect the premises before award.
Bid security of Rs. 200,000 in the form of a Pay Order in favor of State Life Insurance Corporation of Pakistan is required. Performance security of 10% of the annual contract value must be furnished within 15 days of Letter of Acceptance. Bids remain valid for 180 days. The quoted price includes rent, taxes, maintenance, security, lighting, cleaning, management charges, and incidental expenses with no escalation unless approved. Payment will be made monthly after certification of satisfactory services.
The contractor is responsible for maintaining cleanliness, uninterrupted parking services, adequate security, compliance with laws, insurance if applicable, and trained staff. Penalties apply for security absence, lighting failure, CCTV non-functionality, and poor cleanliness. The contract may be terminated for breach, false documents, poor performance, insolvency, blacklisting, or public interest with 30 days' notice. Force majeure conditions apply. Disputes will be resolved amicably within 30 days.
