Tender Description
The Trading Corporation of Pakistan (Pvt.) Ltd., (Real Estate Operation Division) Karachi, is procuring security services for various locations across Pakistan for the financial year 2026-27. This tender invites bids for hiring security agencies to provide security supervisors, armed guards, and un-armed guards at multiple sites including Qasim Rice Godowns Pipri, Korangi Cotton Godowns, Landhi Godowns, TCP Head Office, TCP House, TCP land near Ghaghar Phatak, S.R.O. Multan, and R.O. Islamabad.
Items being procured:
- 6 Security Supervisors
- 167 Armed Guards
- 19 Un-armed Guards
The scope includes 24/7 security coverage with duty rosters submitted to TCP site in-charge. Supervisors are preferably retired Junior Commissioned Officers with 5 years experience. Armed guards must be ex-Army with 5 years experience, sound health, and proper discipline. Guards must be aged 25-50 years, literate, and healthy. Uniforms are provided twice yearly with specific winter and summer attire. Security personnel must be equipped with weapons, ammunition (minimum 25 bullets per armed guard), metal detectors, searching mirrors, spotlights, motorcycles, and vehicles for patrolling. Biometric attendance is mandatory at major locations.
Eligibility requires valid registration with FBR, provincial tax authorities, and relevant licenses including communication wireless license. Bidders must have at least 3 years experience providing security to government or multinational entities with a minimum deployment of 300 personnel. Financial capacity to pay two months' salary timely is mandatory. Affidavits confirming no litigation or blacklisting with TCP or other government bodies are required.
The tender follows Quality and Cost Based Selection (QCBS) with technical and financial bids submitted online via EPADS v2.0 by August 5, 2026, 11:00 AM. Bid security of PKR 1,000,000 is required. Manual bids are not accepted. The contract duration is three years, extendable by one year subject to performance. Payment terms include monthly payments after submission of verified biometric attendance and invoices.
A practical tip for bidders: Ensure all required documents including valid licenses, affidavits, and financial statements are complete and uploaded on EPADS before the deadline. Late or incomplete submissions will be disqualified. Maintaining a reserve force of 20% guards is critical to meet TCP's requirements and avoid penalties.
