Hiring of Security Services for Board of Intermediate Education Karachi

The Board of Intermediate Education Karachi (BIEK) invites bids for the hiring of security services at its premises located at Bakhtiyari Youth Center, North Nazimabad, Karachi. This tender follows a Single Stage One Envelope procedure and requires bidders to submit both technical and financial proposals. Items being procured: - Armed Security Guards (Ex-Army-Man & SSG-Commando) - Armed Security Guards (Civilian) - Lady Searchers The scope includes provision of security personnel with specific qualifications such as ex-SSG commandos with minimum 10 years service, civilians with relevant experience, and lady searchers with intermediate education. Guards will be provided with uniforms and equipment including T-shirts, shirts, jackets, trousers, socks, duty military shoes, caps, whistles, ammunition pouches, slings, web belts, flashlights, binoculars, and handheld wireless communicators. Special attire like Shalwar Qameez with company monogram will also be supplied. Eligibility criteria include valid NTN, SRB/GST registration, valid license from Sindh Home Department, list of weapons and equipment, details of ex-army personnel, financial turnover of at least PKR 40 million over the last three years, registrations with SECP, APSAA, SESSI, and EOBI, managerial capability, and a permanent roster of security staff. Minimum 70 points are required to technically qualify. The estimated cost is bold PKR 14.00 Million. Earnest money of 3% of the estimated cost must be submitted via Demand Draft, Pay Order, or Bank Guarantee in the name of Secretary, Board of Intermediate Education Karachi, valid for 28 days beyond bid validity. Bidding documents can be obtained from 29/09/2026 to 13/10/2026. Bids must be submitted electronically through EPADS and original bids in sealed covers with bid security must be delivered by 13/10/2026 up to 02:30 PM at the office of the Administration General Section, Old Building, 1st Floor, Room No.31, Board of Intermediate Education Karachi. Bids will be opened the same day at 03:00 PM in the presence of bidders' representatives. The service execution will commence within 15 days after issuance of the work order. A practical tip for bidders: Ensure your bid security is at least 3% of the estimated cost and that all required documents are complete and properly signed to avoid disqualification. Arrive at least one hour before bid opening with required personnel for presentation to the committee to avoid rejection.
