Tender Description
The Pakistan Telecom Authoirty (Procurement) is inviting bids for the hiring of security services specifically for its Zonal Office located in Multan, Punjab. This procurement is planned for the financial year 2026-27 and aims to secure professional security services to safeguard the premises and assets of the office.

- Armed Guards for 8-hour shifts

The scope of work includes provision of armed guards in uniform, insurance coverage, EOBI registration, and social security for the guards. The guards will be deployed in shifts of 8 hours each, ensuring continuous security coverage. The contract duration and deployment details are specified in the bidding documents.
Eligibility criteria require bidders to have valid incorporation or firm registration certificates, licenses or NOCs from relevant provincial or federal authorities to operate as private security companies, and active registration on the FBR's Active Taxpayers List for income tax and sales tax. Additionally, bidders must be registered with the Old Age Benefit Institute (EOBI) and relevant provincial Employees Social Security Institution (ESSI). An affidavit confirming that the company or firm is not blacklisted by any government or semi-government organization and is not on the PPRA blacklist is mandatory. Bidders must demonstrate a minimum deployment capacity of 500 guards nationwide with verifiable client lists.
The technical bid will be evaluated on criteria including performance profile, experience, centralized 24/7 control center, armed mobile response units in Multan, training certificates for guards, life insurance policies, and minimum strength of deployed guards. The minimum technical score to pass is 70 out of 100.
Bids must be submitted electronically through EPADS v2.0 by Monday, August 3, 2026, at 10:00 AM. Manual submissions will not be accepted. The bid opening will occur on the same day at 10:30 AM. The submission address for original bid security documents is F-5/1, Islamabad. The procurement method is open competitive bidding using Least Cost Based Selection (LCBS).
