Hiring of Security Services at PTA Zonal Office Karachi

The Pakistan Telecom Authority (PTA) is inviting bids for the hiring of security services at its Zonal Office located in Karachi. This procurement is planned for the financial year 2026-27 and aims to ensure round-the-clock security coverage at the PTA premises in Karachi. The department requires a reputable security company with a proven track record and compliance with all regulatory requirements. Items being procured: - 3 Security Guards per 8-hour shift (total 9 guards per day) - 1 Security Supervisor per 12-hour shift (total 2 supervisors per day) - Total 11 personnel deployed daily without fail The scope includes continuous security coverage without regard to holidays or other situations, with shifts starting from 0700 hours daily. The security company must provide armed guards with valid licenses for semi-automatic weapons and maintain an emergency response/control center in Karachi. The company must have deployed at least 800 security guards nationwide and possess a minimum of 5 years of experience supported by performance certificates from major clients such as multinational companies, banks, government organizations, embassies, hospitals, and 5-star hotels. Eligibility criteria include registration with SECP as a private limited company, valid licenses from the Ministry of Interior and Government of Sindh, NTN and sales tax registration, active taxpayer status on FBR's ATL, bank account maintenance certificate, EOBI and ESSI registration, and an affidavit confirming no blacklisting. The company must also have valid licenses for all weapons and provide evidence of training and welfare policies for guards. The technical bid will be evaluated on performance profile, experience, training, control center availability, armed mobile response units, welfare policies, and minimum guard strength. The financial bid will be evaluated using Least Cost Based Selection (LCBS) with a 70% technical and 30% cost weightage. Key dates include bid submission deadline on Friday, July 24, 2026, at 11:00 AM via EPADS v2.0, with bid opening at 11:30 AM the same day. Manual submissions are not accepted. Bidders must submit a bid security in the form of pay order, banker's cheque, call deposit, or demand draft. The performance guarantee required is 5% of the contract price.
