Hiring of Security Services for TPS Muzaffargarh and Allied Power Plants of NPGCL-GENCO III

Northern Power Generation Company Limited (NPGCL / GENCO-III) invites bids for the hiring of security services for the provision and deployment of security personnel at Thermal Power Station Muzaffargarh and allied power plants including NGPS Piranghaib, SPS/GTPS Faisalabad, and GTPS Shahdara, Lahore. This procurement is for the fiscal year 2026-27 and follows the Single Stage Two Envelope procedure under Open Competitive Bidding rules. Items being procured: - Security Inspectors: 2 persons - Security Sergeants: 8 persons - Ex-Army Security Guards: 110 persons - Single Cabin 4-Wheel Vehicle: 1 unit - Brand New 125cc Motorcycles: 2 units The scope includes deployment of security personnel in shifts of up to 8 hours or as per operational requirements, provision of weapons and ammunition, uniforms, wireless communication systems, fuel, vehicle operation and maintenance, food, bedding, reserve personnel, insurance premiums, salary increments, applicable taxes, and all other costs necessary for satisfactory performance of security services. Eligible bidders must be registered companies with at least 20 years in security services, hold valid licenses and NOCs from relevant authorities, be active taxpayers, and comply with labor laws including insurance coverage for personnel. Technical evaluation requires a minimum score of 75 marks based on criteria such as years of establishment, number of clients, strength of ex-SSG guards, weapon licenses, turnover, and quality of security plan. Bids must be submitted electronically via EPADS v2.0 by Tuesday, October 27, 2026 at 12:00 PM. Bid security of Rs. 3,500,000 in the form of Pay Order or Call Deposit Receipt is required.
