Tender Description

The Pakistan Education Endowment Fund (PAK-EEF-NEST), under the Ministry of Federal Education and Professional Training, Islamabad, is procuring the services of a reputable tax consultant firm. This procurement is specifically for hiring a tax consultant to handle the tax refund case with the Federal Board of Revenue (FBR) for the financial year ending 30-06-2025. The consultant will be responsible for preparing the complete tax refund file, drafting refund applications, filing on the IRIS portal, submitting all necessary documents, and representing the company during refund audits and hearings before tax authorities. The scope includes regular follow-ups and coordination with FBR officials, ensuring smooth processing of refund cases, and providing periodic progress updates to PAK-EEF-NEST. The contract is initially for one year, with possible extension subject to approval. The consultant must be a member of a recognized professional body such as CA, ACCA, CPA, CMA, or hold equivalent qualifications, with a minimum of three years relevant tax practice experience in Pakistan and strong knowledge of the Income Tax Ordinance, 2001 and provincial revenue laws. Eligibility requires registration with SECP, active NTN and sales tax registration, and no blacklisting by any government or private entity in Pakistan. Bidders must submit a technical bid including company profile, certificates, experience proof, and an affidavit on judicial stamp paper. The bid security is Rs. 100,000 in the form of CDR, bank draft, or pay order. Bids must be submitted electronically via e-PADS and hard copies delivered to the Admin Office, PAK-EEF-NEST, Islamabad by 1100 hours on 4th June 2026. The technical bid will be opened at 1130 hours the same day. A practical tip for bidders is to ensure timely submission of both the electronic bid and the original bid security instrument physically, as late or missing bid security will lead to disqualification. Also, carefully follow the detailed documentation requirements and provide a notarized power of attorney for bid signing authority. The payment will be based on an agreed percentage of the actual tax refund credited to PAK-EEF-NEST's bank account, with no advance payment. The department emphasizes strict confidentiality and professional standards throughout the contract period.
