Hiring of Tax Retainer Firm for Tax Advisory, Compliance, and Litigation Services of TransPeshawar

TransPeshawar (The Urban Mobility Company) is a company established under Section 42 of the Companies Act, 2017, responsible for project implementation, management, and maintenance of urban rapid transit projects assigned by the Khyber Pakhtunkhwa Urban Mobility Authority in Peshawar. This E-Request for Proposal invites eligible consultants registered with FBR and Khyber Pakhtunkhwa Revenue Authority (KPRA) and listed on the Active Tax Payer List (ATL) of both authorities for the hiring of a tax retainer firm to provide tax advisory, compliance, and litigation services for TransPeshawar. Items being procured: - Tax advisory services - Tax compliance services - Tax litigation services The scope of services is detailed in the Request for Proposal available on the TransPeshawar website and EPADS portal. Procurement will follow the Act and Rules of Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) with competitive bidding under a Single Stage: Two Envelope bidding procedure using Least Cost Selection (LCS). A pre-proposal conference will be held on August 19, 2026, at 11:30 AM (PST) at the TransPeshawar office for interested consultants. Proposals must be submitted electronically through EPADS on or before September 02, 2026, at 11:30 AM (PST). Hard bid submission is not allowed. Technical proposals will be opened on the same day at 12:00 PM (PST) in the presence of attending consultants. Consultants must be registered with FBR and KPRA and reflected on the ATL.
