Tender Description
The Punjab Workers Welfare Board Labour Human Resource Department invites bids for hiring transport services to provide pick-and-drop facilities for students of Workers Welfare School (Boys) Jhelum. This procurement is specifically for the school located on G.T. Road Rathian, Jhelum, and covers a two-year period for the financial years 2026-27 and 2027-28.
The scope includes providing transport vehicles with model year 2015 or later, ensuring one student per seat ratio is maintained. The service must be reliable and safe, catering to the daily transportation needs of the students. Bidders must be financially sound, experienced, and registered with Income Tax authorities. Firms should also be registered on the EPADS portal to participate in this e-tendering process.
The bidding process follows the Single Stage Two Envelopes procedure, requiring separate technical and financial bids submitted online via the Punjab Procurement Regulatory Authority's E-PADS system. Earnest Money in the form of a Call Deposit Receipt (CDR) equivalent to 2% of the estimated contract cost must be submitted physically to the school before bid closing. The successful bidder will also provide a Performance Guarantee CDR at 5% of the contract amount prior to contract signing.
Key dates include the last submission date on 11th July 2026 by 11:00 a.m., technical bid opening on the same day at 11:30 a.m., and financial bid opening on 22nd July 2026 at 11:00 a.m. Bidders must ensure all documents are complete, signed, and stamped, and bids submitted only through EPADS will be accepted.
A practical tip for bidders is to carefully prepare the technical bid to secure at least 70% marks as per the evaluation criteria, as failure to meet this threshold will result in disqualification. Also, timely submission of the original CDR is critical to avoid immediate rejection of the bid.
