Hiring of Vehicles on Rental Basis by Regional Tax Office Peshawar

The Regional Tax Office (RTO), Peshawar under the Federal Board of Revenue invites bids for the hiring of vehicles on a rental basis for the Financial Year 2026-27. This procurement is planned with reserved funds under the relevant head of account. The RTO Peshawar intends to apply part of these funds to cover eligible payments under the contract for vehicle rental services. Items being procured: - Hiring of vehicles on rental basis The procurement will be conducted through the e-Pak Acquisition & Disposal System (e-PADS) portal at https://eprocure.gov.pk. Bidders must be experienced and well-established firms or service providers, duly registered with Federal and Provincial authorities, and active taxpayers with the Federal Board of Revenue and concerned provincial authorities. The bidding procedure is Single Stage One Envelope using the Principal Method of Procurement (Open National Competitive Bidding) with the Most Advantageous Bid Technique, following Public Procurement Rules 2004 and related regulations and guidelines. All proposals must be accompanied by a 2% bid security of the estimated cost in the form of CDR, Demand Draft, or Pay Order (refundable) in favor of Drawing & Disbursing Officer, RTO, Peshawar. The scanned copy of the bid security must be uploaded on e-PADS, and the original hard copy submitted physically to the procuring agency. The bid security will be retained until the award of contract. The successful bidder must provide a 10% performance guarantee in the form of a bank guarantee, retained until contract completion and clearance of dues. The original proposal along with terms and conditions must be uploaded on e-PADS by 07 09 2026 at 11:00 am. Bids will be opened publicly the same day at 11:30 am at the Conference Hall of RTO, Peshawar, in the presence of service providers or their authorized representatives. Members of the Departmental Procurement Committee will also attend. The competent authority reserves the right to accept or reject any or all bids wholly or partially as per rule-33 of PP-Rules, 2004. E-bidding documents containing detailed terms, conditions, specifications, and requirements are available for download at https://vendors.epads.gov.pk/. These must be duly signed and stamped before uploading on EPADS.
