Hiring of Vehicles Services on Rental Basis All Pakistan

The Pakistan Institute of Development Economics (PIDE), Islamabad, invites bids for hiring of vehicles services on rental basis across all Pakistan. This tender is aimed at establishing a closed framework agreement for one year with reputed firms having valid NTN and GST registration. The contract requires provision of vehicles with driver and without driver, with fuel and without fuel, on daily, weekly, fortnightly, and monthly basis. The designated start points for vehicle deployment include major cities such as Hyderabad, Karachi, Sukkur, Bahawalpur, DG Khan, Multan, Quetta, Gwadar, Sargodha, Sialkot, Lahore, Gujranwala, Rawalpindi, Islamabad, Faisalabad, Peshawar, Abbottabad, Gilgit, Muzaffarabad, and Mirpur AJ&K. Items being procured: - Local assembled 2020 1300 cc or car GLI or above equivalent - Local assembled 2020 APV van or seven seater equivalent - 4x4 vehicle 2017 or passenger capacity above five - Toyota 2020 grand cabin 13 seater or above - Toyota 2020 Coaster 25 seater or above - Any other vehicle/services provided by firm/bidder The scope includes provision of vehicles with working AC, valid licensed drivers, and comprehensive insurance. Vehicles may be required for out-of-city official travel across Punjab, Khyber Pakhtunkhwa, Azad Jammu & Kashmir, and Gilgit-Baltistan. The firm must ensure availability of at least 15 vehicles in each category on any day of scheduled field visits. GPS tracking and experience in field visits to remote areas will be preferred. The contract includes responsibility for vehicle maintenance, fuel, driver wages, food, overnight stay charges, and all applicable taxes. The firm must provide alternate vehicles promptly in case of breakdowns to avoid disruption. Eligibility criteria include valid NTN and GST registration, transport registration and fitness certificates, CNIC of proprietor, and no blacklisting by any government or private organization. Bids must include a refundable bid security of Rs. 20,000 in the form of a call deposit receipt favoring PIDE Islamabad. The bid validity is 90 days, and the contract duration is initially one year with possible extension. Technical and financial proposals must be submitted in a single envelope by 11:00 AM on July 21, 2026, at the office of the Chairman Purchase Committee, PIDE Islamabad. A practical tip for bidders: Ensure your bid includes all required documents and signatures on each page, and submit the bid security in the correct form to avoid disqualification. Also, firms with offices in Islamabad will be preferred, so consider local presence to enhance your chances.
