Hiring Hotel Accommodation and Allied Hospitality Services

Zarai Taraqiati Bank Limited (ZTBL) invites applications for pre-qualification of hotels to provide accommodation and allied hospitality services for Bank officials and trainees attending training programmes, workshops, and official assignments at ZTBL Staff College, Islamabad. The arrangement will operate through a multi-supplier Closed Framework Agreement for one year, extendable annually up to three years subject to satisfactory performance, mutual consent, and approval. Mandatory item and category list: Sr. 1, Hiring of Hotel Accommodation and Allied Services under Closed Framework Agreement, Cost-Based Selection; indicative quantity, as-and-when required, with no minimum quantity guaranteed. Hotel categories are Category 1: One Star Hotels, Category 2: Two Star Hotels, Category 3: Three Star Hotels, and Category 4: Four Star Hotels. Hotels must be located within 25 kilometres of ZTBL Staff College, Islamabad, with service delivery in Islamabad and Rawalpindi. The technical scope includes single and double occupancy rooms, attached bathrooms, AC or heating, toiletries, television, Wi-Fi, daily housekeeping, linen and towel changes, twice-daily bathroom cleaning, 24/7 reception and room service, security and CCTV, power backup, parking, buffet breakfast, welcome drink, mineral water, shoe shine, clothes pressing, and executive pick-and-drop transport. Hotels must provide at least 25 rooms in one premises, comprising 20 double-occupancy and five single rooms, and confirm bookings within two hours of request. Applicants must be registered hotels holding a current Department of Tourist Services licence for One to Four Star operation in Islamabad or Rawalpindi. Eligibility also requires FBR NTN and GSTN registration, evidence of at least one institutional client served during the last 12 months, transport ownership or valid arrangement, health and sanitation certification, non-blacklisting affidavit, litigation disclosures, and proof of nationality. No deposit or CDR requirement, or separate ATL requirement, is stated. Applications must be submitted electronically through EPADS v2.0 by **Thursday, August 20, 2026 at 11:00 AM**.
