Tender Description
This tender invites quality hotels in Sialkot to provide accommodation services for Pakistan International Airlines Corporation Limited (PIACL) Cabin Crew. The contract covers approximately 20-30 rooms per day with occasional additional requirements for Aircraft Technicians and Officers. The scope includes well-ventilated rooms with minimum size specifications, hygienic bedding, mandatory daily housekeeping, and essential amenities such as Wi-Fi, fire safety equipment, and noise shielding. Hotels must meet strict criteria including room quality, crew lounge facilities, fitness center, security measures, and certification standards. The contract duration is one year with the possibility of two one-year extensions upon mutual consent.
The technical evaluation will assess bedding quality, washroom facilities, crew lounge amenities, dining options, fitness facilities, and security arrangements. The location's proximity to the airport and food streets is also a key factor. The tender requires compliance with all applicable laws, including employee rights and insurance obligations. Payment will be made on actual utilization with invoices submitted fortnightly. The hotel must provide alternative accommodation if unable to meet room requirements and maintain a complaint management system.
Bidders must be registered with the Federal Board of Revenue and on the Active Taxpayers List. The tender fee is PKR 15,000 non-refundable, payable via pay order. Bid security of PKR 500,000 is required, valid for 180 days. The tender follows a single stage two envelopes procedure with technical proposals opened first, followed by financial proposals of technically qualified bidders. Submission is through the E-PADS online portal, with hard copies of technical proposals and pay orders submitted physically.
The submission deadline is on the 9th of March 2026 at 10:30 AM, with bid opening at 11:00 AM at the PIACL Head Office Karachi. The address for submission is the Supply Chain Management Department, PIA Head Office, Karachi. Bidders should ensure all documents are signed and stamped by authorized personnel. PIACL reserves the right to reject any or all bids without assigning reasons.
