Tender Description
This tender invites qualified contractors in Karachi for the improvement and rehabilitation of Al-Amna Avenue, connecting Khawaja Ajmeer Nagri Police Station to Baba Mor Surjani in District Central. The Karachi Metropolitan Corporation's Engineering Department requires comprehensive road reconstruction including dismantling existing asphalt and concrete, earth excavation, sub-base preparation, and laying of asphalt concrete wearing course. The scope also includes sewerage system upgrades with installation of RCC pipes, manholes, and cleaning of existing drains. Ancillary works such as road studs, thermoplastic pavement markings, median and footpath construction, drainage, and electrical works for street lighting are integral parts of the project.
The project demands high-quality materials like 3750 PSI precast edge blocks, 5000-8500 PSI cement paving blocks, and reinforced concrete with specified grades. Contractors must ensure proper site safety, environmental protection, and compliance with technical specifications. The site is located in Karachi, requiring contractors to manage urban traffic and public safety during execution. The engineering challenges include maintaining existing traffic flow, managing underground utilities, and ensuring durable road and sewer infrastructure under local climatic conditions.
Bidders must be registered with the Pakistan Engineering Council (PEC) in relevant categories, be on the active tax payer lists of FBR and Sindh Revenue Board, and demonstrate financial capability with an average annual turnover matching the project scale. The contractor's team must include qualified engineers and technical staff with relevant experience. Bid security of 5% of the estimated cost is mandatory, and an Integrity Pact must be signed. The contract duration is six months with a daily penalty for delays.
Submission deadline is on the 9th of February 2026 at 11:00 AM, with bid opening shortly after. Bids must be submitted online via the SPPRA e-Procurement system (EPADS). The physical address for correspondence is the Office of the Chairman Procurement Committee, Engineering Department, Karachi Metropolitan Corporation, Muslimabad, Karachi. Contractors should ensure all bid documents are complete, signed, and comply with SPPRA rules.
Pro-Tip: Carefully review the bid security and tender fee submission requirements, including the need for physical submission of the pay order before bid opening, as missing these often leads to disqualification. Also, ensure bid amounts are rounded to the nearest rupee as per the High Court directive to avoid rejection.
