The Project Director Improvement and Rehabilitation of Hairdin Drainage System Naseerabad invites bids from eligible bidders for the execution of the Improvement and Rehabilitation of Hairdin Drainage System Nasirabad for the year 2026 based on Composite schedule rates 2023 on Percentage Rates. Items being procured: - Improvement and Rehabilitation of Hairdin Drainage System Nasirabad This procurement is governed under the Balochistan Public Procurement Rules 2014. Eligibility criteria include presence in the Active Tax Payer List, no blacklisting by any procuring agency of Pakistan Balochistan Revenue Authority, and registration with Pakistan Engineering Council (PEC) in category C-A with specialized codes CE04, CE02(i) (Bridge Structures), CE04(i) (Dams/Water Retaining Structures), CE04(ii) (Irrigation & Flood Control Systems), CE04(iii) (Dams only), CE04(v) (Irrigation Only). The bidder must have completed at least 2 assignments of similar nature with a turnover of at least PKR 3,000,000,000 in one of the previous years demonstrating financial capacity. Affidavit confirming no conflict, no blacklisting/debarment, major litigation, or non-performance in the last 5 years is required. The bidder must have undertaken/completed at least 2 general projects in the last 5 years, each meeting at least 35% of the estimated cost, and at least 1 drainage project in the last 5 years costing at least 30% of the estimated cost. Subcontracted works are not accepted. Additionally, the bidder must have completed at least 1 sole (single bridge) project in the last 5 years with at least 80% similar work and a cost of PKR 1,000 million estimated cost. Bid security of 3% of the estimated cost in the form of Bank Guarantee or Deposit at Call is mandatory. In case of joint venture, a JV agreement is required.
