Improvement and Widening of Road from Changmer Bridge to Tota Imtiaz Lake and Construction of C&WD Office and Residence at Kharmong

The Office of the Executive Engineer C&WD B&R Division Kharmong invites sealed bids from eligible firms, contractors, or joint ventures registered with Pakistan Engineering Council in the relevant category and code, having relevant experience under GB PPRA Rule 2022. The procurement is for two main works in Kharmong, Gilgit-Baltistan. Items being procured: - Improvement and widening of road from Changmer Bridge to Tota Imtiaz Lake including construction of rigid/PCC pavement on Changmer Ganouq Tota Lake Track (Estimated cost Rs. 39.560 Million) - Construction of C&WD Office and residence at Kharmong (Portion-I) (Estimated cost Rs. 46.723 Million) The technical scope includes road pavement works and construction of office and residential buildings under strict compliance with PEC category C-5 and above, codes CE01 and CE10 respectively. Bidders must submit bids in a single stage two envelope procedure, with separate technical and financial proposals clearly marked. Earnest money of 2% of the estimated cost is required. Bidding documents can be obtained from the office of the undersigned during office hours upon payment of a non-refundable fee of Rs. 10,000 through treasury receipt passed by NBP Mehdibad. Eligibility criteria include valid PEC registration for the financial year 2026-27, relevant PEC category and code, and enlistment with the procurement agency. Submission of fake or incomplete documents will lead to rejection and legal action. JV agreements must be notarized and clearly mention share and lead partner.
